David Lowell, President
Born in Prescott and raised in Tucson, Dr. Douglas Lowell’s roots run deep as a fourth-generation Arizona cattle rancher. His medical journey took him from Arizona to Harvard Medical School, followed by specialized training in general and cardiac surgery across Chicago, IL., Indiana, IN., and London, UK.
He returned home to Arizona in 1991, launching a diverse 30-year career in private practice. While initially trained in complex adult and pediatric cardiac surgery, even establishing a vital medical exchange program between Tucson and Hermosillo, Mexico, in 1995, he found a long-term calling in medicine while also mentoring the next generation of doctors at the University of Arizona. He has been serving the Southern Arizona community as a primary care physician since retiring in 2023.
Today, he balances his medical work with his passions as a lifetime private pilot and as founder and president of the J. David Lowell Foundation.
William Lowell, Vice President
William Lowell brings a diverse background of leadership, military service, and entrepreneurial management to his role as one of the three co-founders of the J. David Lowell Foundation.
A veteran of the U.S. Marine Corps, William built early technical experience in vehicle maintenance in Dallas, Texas, before returning to his Arizona roots to prioritize his higher education. He completed his studies at Northern Arizona University and the College of Idaho, graduating with a bachelor’s degree in history.
Now based in Caldwell, Idaho, William manages agricultural operations and maintains a strong passion for heavy equipment and aviation.
Elizabeth Lowell, Secretary/Treasurer
Elizabeth Lowell brings over 40 years of executive leadership and clinical expertise to her role as a founder and board member of the J. David Lowell Foundation. Beginning her healthcare journey in the 1980s, she has spent a lifetime advancing patient care through nursing, administration, and specialized practice.
After earning a Master’s in Nursing, she relocated to Southern Arizona in 2010. Their executive career includes serving as Chief Nursing Officer for Tucson Medical Center (2018–2021), where she guided nursing operations through critical years.
A dedicated practitioner, she achieved Nurse Practitioner licensure in the 2020s, maintaining a strong professional dedication to pain management and specialized care.
Paloma Lowell, Director
Paloma Lowell is the granddaughter of James David Lowell and a native of Tucson, Arizona, where she was born and raised. She attended Salpointe Catholic High School before earning her degree from Texas Christian University.
Paloma’s philanthropic focus centers on education and youth development, health and wellness, and strengthening local communities. With a deep affection for her hometown, she is committed to serving and supporting the Tucson community and to initiatives that create meaningful, lasting impact for the people and places they serve.
